30 years ago I assisted a staff member of the International Committee of the Red Cross to get appointments in DC with NGOs and officials to challenge laser weapons. They could be used to blind pilots and were considered by the ICRC to be banned by humanitarian law. Their development (or at least use) was halted at that time.
