A few years ago, some financial analysts in The City in London, approached several homeless people and asked them what it would take to get each one of them off the street. It came out to about 25,000 pounds per person (less than one year's Emergency Room costs for a homeless person). So, being rich financial analysts - they took each one, analysed what they needed, paid for it and to this day, everyone of them is supposedly still OFF the street.

We have to stop seeing / judging the homeless as inherently defective, and start seeing them as casualties of an economic system that they literally cannot navigate - for whatever reason.
