It should be closer to 100% exemption. The childhood vaccine schedule has never been tested for safety, compared to true placebo, and the onslaught of foreign proteins and lipids in colloidal suspension produce anaphylaxis in such significant numbers that it has maimed the immune system of more that a whole generation of children. The result are a society of permanent patients, not children immune from medically treatable infectious disease.
